GLENDALE CITY COUNCIL MEETING PREVIEW

REFUSE COLLECTION RATES

The City Council on Tuesday will consider a 5% increase in the rates charged to Glendale residents and businesses for trash collection.

The increase comes as the city’s Public Works Department’s Integrated Waste Management Division continues to experience a steady increase in operational and capital expenses over the past year, including a 14% increase in vehicle maintenance costs and an 8.5% uptick in landfill costs, totaling $467,484. The division has also had to cope with an additional $150,000 in salary costs.

If approved, the rate change would take effect July 1 and be applied to all account services by Glendale. The increased revenue would also help pay for $3.6 million in capital improvements to upgrade the slope, drainage and irrigation systems at the city-owned Scholl Canyon Landfill in order to maintain regulatory compliance.


Single-family households charged a monthly fee of $16.96 would see their bills increase 85 cents to $17.81 under the new rate structure, which would still put Glendale among the lowest refuse rates in the county. The average monthly rate among similar-sized cities is $23.30 per month.

WHAT TO EXPECT

Considering the rate increase would still keep Glendale among the lowest rate chargers for refuse collection, and since it would help cover increased operational and maintenance costs, the City Council will likely approve the change.

JOINT MEETINGS

City planners will submit several joint meeting plans for consideration that would set up joint meetings between the City Council and the two Design Review boards to discuss the implications of a long list of recent changes made to the design review process.

The city’s Planning Department is working to implement many of the process amendments, while several structural changes, such as a move to hold meetings at 5 p.m. rather than 1 p.m., have already been made.

Under the proposed meeting schedule, city planners would hold a meeting with all Design Review Board members to discuss their respective roles in implementing the process overhaul and City Council mandates. A second meeting would take place between the City Council and the review boards to verify those new responsibilities.

The meetings could lay the groundwork for ongoing study sessions between the two boards for periodic updates to the City Council on implementing the processes.

WHAT TO EXPECT

The City Council will likely approve the meetings schedule since several on the dais have expressed a desire to hold the study sessions.

NEIGHBORHOOD SIGNS

The City Council will consider authorizing $12,000 to fabricate 120 signs that would designate Glendale’s various neighborhoods as a way to increase pride and a “sense of place.”

The signs would be installed at the various entrances to Glendale’s most historic neighborhoods. Several historic residential areas, including Chevy Chase Estates, Glenoaks Canyon, Camino San Rafael and Montecito Park, have already installed similar “identifiers.”

Installation of the signs would be based on a neighborhood map established by a citizen committee several years ago. The committee, which included input and expertise from the Glendale Historical Society, the real estate community and Planning Department, identified 33 separate neighborhoods.

The signs would be simply designed with the city’s seal at the forefront of a graphic of the Verdugo Mountains, with the name of the neighborhood in white at the top.

WHAT TO EXPECT

The City Council will likely approve the program, possibly with modifications, since the report requested as a way to reinstall the neighborhood identifiers that were once prominent in the 1950s and ’70s.
