SPEED LAW ENDORSEMENT

The City Council on Tuesday voted unanimously to support a proposed state law that would double the penalties for drivers caught speeding more than 25 mph over the posted speed limit.

Assemblyman Paul Krekorian, whose district includes Glendale, is trying to shore up support for his bill, Assembly Bill 2669, which would double the penalty for drivers who exceed the speed limit by 26 mph or more and put them on a faster path to a suspended license.

Councilman Ara Najarian, who called for the resolution of support, said the new law would be an important tool in clamping down on “habitual” speeders. Glendale’s chronic problems with speed-related accidents and pedestrian deaths has produced strong local support for the bill.

Glendale Police and Los Angeles City Atty. Rocky Delgadillo have already endorsed the bill, which passed the state Assembly’s Transportation Committee last month. It will soon go to the Appropriations Committee for further review.

WHAT IT MEANS

The city’s endorsement will be used to show support for the bill as it navigates its way through various state committees.

TRANSPORTATION LIASON

Glendale will pay $11,513 a year to help fund a Los Angeles County Metropolitan Transportation Authority representative for the San Fernando Valley/North County Corridor area.

As part of Glendale’s participation in the project area, the City Council authorized a three-year memorandum of understanding in which the city will pay 23% of the $50,000 annual salary, or $11,513 a year.

Agoura Hills, Burbank, Calabasas, Hidden Hills, La Canada Flintridge, Lancaster, Malibu, San Fernando and other cities would also pay a share of the annual cost proportionate to their respective populations.

WHAT IT MEANS

The deputy position will provide research and analysis of interagency transportation-related projects at Metro that could affect the project area. The three-year agreement expires 2010.

WASTEWATER CONSULTING

The City Council authorized a $150,000, three-year contract with a consulting firm to provide as-needed assistance on complex wastewater engineering and financial issues.

While Los Angeles has a team of longtime, specialized engineers in wastewater management, Glendale Public Works has no such staff and used the firm for recommendations on contract negotiations and operations.

The city has used the firm, Kennedy/Jenk Consultants, for engineering services since 1997.

WHAT IT MEANS

Public Works officials say the cost-saving and technical expertise the firm has provided the city has helped streamline operations at the Los Angeles Glendale Water Reclamation Plant, which Glendale oversees.
